Pipeline Project Engineering Manager
LOCATION: Tulsa, OK / Oklahoma
Moving into the Director of Engineering role in the next 3 to 5 years is possible.
The Manager of Pipeline Project Engineering is primarily responsible for the supervision of the Pipeline Project, Pipeline and Senior Engineers in the creation of pipeline plans and designs and the delivery of management support for new pipeline construction and pipeline maintenance projects.
The Pipeline Project Manager will lead employees to support compliance with DOT and OSHA health, safety and environmental requirements and exemplifies the safety philosophy and procedures developed by the Pipeline Company; integrates safe work practices into routine departmental pipeline operations and ensures employees are adequately trained to perform their work safely; monitors the workplace and with employees identifies conditions or behaviors that should be corrected to ensure unsafe or unhealthful conditions are avoided; investigates pipeline workplace incidents and takes prompt correction action(s) necessary to ensure the safety and health of employees and prevent recurrence of incidents.
* Directs and supervises the work of Pipeline Projects, Pipeline, Senior and contract engineers; determines work priorities and schedules work assignments; interviews and recommends candidates; evaluates, orients, counsels, and trains subordinate personnel and recommends associated personnel action.
* Identifies, develops and recommends the creation or revision of internal pipeline project management standards, policies, procedures and new pipeline programs to improve efficiency and provide project engineering staff with clear and concise written guidelines.
* Provides technical oversight and coordination of project engineering work; through project coordination meetings and other means, monitors progress against project schedules and budgets; recommends allocation of resources as required to accomplish goals.
* Performs pipeline risk assessments for pipeline projects and manages control of pipeline projects using various scalable strategies including Gating / the Stage Gate Process.
* Reviews concepts for business development and pipeline project estimates; prepares pipeline engineering studies and cost estimates for labor, materials and time to complete for new pipeline construction projects; reviews estimates created by others and provides value added suggestions.
* Defines annual objectives for pipeline project engineering and develops plans to achieve the goals including the financial and manpower requirements.
* Develops programs and procedures to meet the objectives.
* Evaluates the performance of the project engineering functions, compiles information to estimate the capital and maintenance project expenses, and related departmental expenses for the production of the budgets.
* Reviews and recommends pipeline system operating limits for pipelines, pump stations, meter stations, tank farms and other facilities.
* Reviews and updates construction and equipment specifications.
* Performs emergency preparedness and response duties.
REQUIREMENTS:
* Bachelor's Degree in Mechanical Engineering or Civil Engineering.
* Minimum of 10 years of progressive pipeline project engineering experience, a broad knowledge of pipeline projects is required and an understanding of controlling regulations.
* An advanced Degree in Engineering, Engineering Management or MBA and a Professional Engineer license (PE) is preferred.
* Knowledge of emergency and safety procedures, equipment operating parameters and all applicable DOT, FERC, EPA, DHS and OSHA requirements.
* Knowledge of project management tools and techniques and familiarity with PMI methodology.
* Knowledge of risk management principles and techniques to prioritize potential risks, develop strategies to mitigate risks and identify alternative solutions, recovery plans and contingencies.
* Knowledge of principles and methods for planning, monitoring, tracking and managing the people, time, budget and quality of work on projects
* Ability to plan, organize and direct an effective project engineering program, some manual dexterity skills are required in the operation of Micrometers, vibration detectors, dial depth gauges, pit gauges and ammeters.
* Well-developed analytical skills are required in the design and construction of new pipeline facilities or maintenance project specifications and the resolution of problems relating to the management of those projects.
* Ability to convey complex economic, technical and operational information in a clear, concise and organized manner.
