Description:  

The Hazard Assessment Facilitator will provide specialist expertise to support projects in the execution of formal Hazard Assessments as well as informal risk assessments for various GPO GoM Subsea project scopes of work. There are multiple Subsea projects that are supported by the GPO GoM Subsea team and this position would be shared among those projects with varying scopes within each project..

The primary function of the Hazard Assessment Facilitator is to assist project teams in the development of assessment terms of reference (ToR) and then lead the assessment execution according to that approved ToR. The typical Hazard Assessment performed at the HAZID. HAZID studies are very broad in their scope, addressing site selection, facility design, infrastructure and logistical elements. Each area of the installation is considered against a checklist of hazards. Where it is agreed that a hazard exists in a particular area, the risk presented by the hazard is considered, and all possible means of either eliminating the hazard or controlling the risk and/or the necessity for further study are noted on a HAZID worksheet. Actions are assigned to either discipline groups or individuals to ensure the mitigating control, or further study is completed. More hazards should be added at the discretion of the Study Leader if the lists do not cover all the potential hazards on the installation under review. The HAZID is sometimes called a Preliminary Hazard Analysis.

Responsibilities

Provide facilitation leadership for the execution of Hazard Assessments (HAZIDs) as well as less formal risk assessments.
Work with the Project Team to develop ToR for formal Hazard Assessments (HAZIDs) in relation to the project and project scope of work under review.

HAZID Leader/Facilitator is responsible for:

    Advising project/site leadership of issues that could affect the integrity of the study and working with leadership to ensure an effective resolution.
    Advising project/site leadership of the need to delay/postpone the study until issues affecting the integrity of the HAZID can be resolved. Such issues can include:

      Inadequate experience/expertise or makeup of the HAZID team for an effective review.

    HAZID team member, in accordance with TOR, is not in attendance.
    Being alert to time pressures and ensure that the quality, thoroughness, or integrity of the review is not compromised.
    The leader shall meet the requirements below and shall be able to plan and lead the HAZID study through its various stages consistent with expectations:

      Attended a HAZID or HAZOP leadership training course (internal HAZID leader
      course or recognised industry available and accredited HAZID leader training course) that provides instruction on preparing, leading, and documenting a HAZID, as well as on the HAZID technique itself.
      Participated as a HAZID team member on previous HAZIDs or acted as scribe for
      HAZID sessions under the leadership of a competent HAZID leader.

    If possible, had experience in the type of facility, equipment, operation, or process being reviewed.
    The leader should have strong facilitation and communication skills to stimulate brainstorming, summarise the discussion, and guide the team to consensus.
    The HAZID leader shall be responsible for developing and issuing the HAZID study report
    HAZID study documentation shall include the following information in to the level of detail known at the time of the HAZID study
    Description of the system and its intent (e.g., equipment operating limits).
    Potential hazards and their causes.
    Potential consequences.
    Safeguards that exist at the time of the HAZID.

Recommendations.

HAZID study software, spreadsheets, or document programmes may be used to document the HAZID study.

The HAZID leader should ensure that:

    The HAZID study recommendations are clear and complete.
    There is HAZID study team consensus on recommendations, including revisions made outside the review sessions, with the exception of minor grammatical corrections.
    Written to be standalone (e.g., understandable without the benefit of the worksheets).
    Written such that recommendations can be accomplished and have a clear point of closure
