Job Summary:

The HR Manager provides strategic and tactical HR support and consultation to all areas of the business. The incumbent will work with the Managing Director and Operations Director in the development and oversight of the talent management strategy for all Company operations in North America. S/he will oversee and assist in all staff employee lifecycle activities including attraction, selection, retention, job development, performance management, and compensation to support the overall performance of the Company.

The HR Manager serves as the Company's HR resource on policy and procedure development and interpretation, workforce data analysis and reporting, employment law, employee relations, and other HR fundamentals. S/he is responsible for design, development and ongoing management of all Company benefits plans and third-party vendors to include health and welfare, life, disability and retirement plans. Finally, s/he has oversight and accountability for fulfilling the continued development and maintenance of the Company safety program.

Supervision:

The HR Manager must have the ability to plan, coordinate and direct the activities of the HR Coordinator, Benefits Supervisor and Safety Coordinator. This person also works with external groups - clients and third-party vendors - to establish strong relationships and build client engagement and retention. S/he must ensure that Swift Contractor needs are addressed by the HR, Benefits and Safety team in a timely and satisfactory manner and that they are treated as part of the Swift family.

Responsibilities:

Leads efforts to develop a succession planning process for staff positions and assists managers to identify internal candidates for promotion as well as external candidates to fill open positions.
Assists in development, management, administration, and compliance of Company compensation and performance management programs. Alerts all necessary departments of salary changes, promotions and changes in status for staff employees.
Assists in sourcing, screening and selecting external candidates, including development of the job description and advertisement, conducting phone screens and in-person interviews, and preparing the offer letter.
Oversees the pre-employment process including completion of drug screens and background checks. Ensures third-party vendors continue to meet expectations of the Company.
Administers new employee orientation and works with leaders to customize the on-boarding plan for all new staff members.
Provides coaching and training to develop staff employees in their careers with the Company.
Designs and delivers training programs on HR topics for delivery to management and staff employees as required.
Assists with the development, implementation and communication of existing and new HR policies and procedures. Researches federal/state/local employment laws and coordinates appropriate revisions to the Employee Handbook. Ensures an annual review and update of the Employee Handbook and all other HR policies and procedures.
Interprets and enforces HR policies and in compliance with federal/state/local employment laws.
Handles and responds to routine and exceptional employee relations issues. Investigates issues in regard to working conditions, disciplinary actions, terminations and other employee complaints and employee relations matters.
Conducts investigations and responds to issues concerning, but not limited to: Federal and State discrimination charges, disciplinary actions, and unemployment claims. Prepares the Company's response to EEOC, DOL and DOJ complaints and recommends and implements courses of action based on investigation results. Provides activity updates and seeks input from legal counsel as required.
Prepares government reports related to EEO compliance or other HR functions.
Manages and conducts the exit interview process.
Maintains HR Information System records and compiles reports from database as needed (Payroll, Benefits and HR modules). Identifies process and technological improvement opportunities that enhance service delivery to management and employees. Leads efforts to identify the resources and timeline to implement. Acts as HRIS subject matter expert.
Participates in special projects that enable the HR Department to contribute to the realization of Company goals. Assists with communication efforts regarding HR initiatives, activities, and goals and ensures a high level of customer service.
Performs other job-related duties in area of responsibility as assigned.

Essential Skills and Experience:

Ability to establish credible working relationships with senior management, staff, and contractors.
Ability to work with and counsel employees at all levels as well as be able to handle co-employment issues that may arise with contractors through effective working relationships with client HR staff.
Ability to research information and analyze data to arrive at valid conclusions, recommendations, and plans of action.
Ability to prepare reports, executive summaries, and present clearly and concisely, both orally and in writing.
Fundamental knowledge of HR policies, process and workflow, and HR-related federal, state and local law is required.
Ability to plan, coordinate, and direct work of others.
General understanding of revenue, margin, profit, loss and be able to set the HR budget and monitor programs, contracts and initiatives to remain within approved parameters.
General knowledge of HRIS systems (Benefits, Payroll and HR modules preferably) and robust knowledge of MS Office application suite (Excel, Outlook, Word, and Power Point).
Excellent customer-focus orientation.

Overnight travel approximately 10-15% may be required for regional office visits and projects with global team members.

Education Required:

Bachelor's Degree in HR and/or related business concentration or equivalent
SHRM Certified Professional (PHR or SPHR) preferred

Job Experience:

Five to ten years of HR experience, preferably with companies operating in multi-site, multi-state operations. Desired experience would include companies that use HR as a strategic business partner. HR experience should include generalist experience and some type of HR functional expertise. Some HR planning and organizational development experience is required.
