 Responsibilities : Candidates are sought who can serve in either role as: Operations Support Engineer (OSE) - providing technical assurance and technical support for their assigned area of the refinery or chemical plant or as Process Design Engineer - providing process engineering expertise in the justification,alternative analysis,scope development,and implementation of projects to improve safety,environmental performance, reliability, and profitability within the Deer Park Site.
Operations Support
• Provide technical support to help ensure that assigned process units and systems are operated in a safe, environmentally sound and efficient manner. • Propose appropriate operating targets for the process units and systems to meet established feed and product specifications. • Proactively monitor unit performance to identify issues or opportunities. Analyze problems/opportunities and identify solution options. • Coordinate input from other personnel (technical disciplines, Operations, Shell specialist) to address issues. Reviews and provide input to weekly / monthly operating plan and provide support to long term strategy planning for the units/systems. • Propose changes to enhance the performance of the units/systems. • Provide technical documentation to provide continuity and prevent recurrence of problems. • Process Engineering representative for all Management of Change requirements. • Provide technical support to turnaround planning activities as well as startup/shutdown procedures. • Provide technical guidelines for high impact events such as catalyst regeneration, catalyst loading, furnace decoking, decontamination issues. • Prepare or present the technical content of Operator/Craft training.
Process Design
• Assist in developing and refining project business cases. • Develop process design basis for projects. • Develop conceptual process designs and alternatives with recommendations or lead contractors in this effort. • Develop detailed process design utilizing company / industry standards or provide overview and technical assurance of contractors work product. • Performs economic evaluation of projects and update as developments warrant. • Coordinate process engineering interface with Shell Projects and Technology for relevant projects / studies. • Coordinate process engineering activities / support during construction and startup. • Support project engineering in developing project scope, cost, schedule, and execution strategy. • Ensure appropriate input and consultation obtained from customers / stakeholders, technical, and business organizations to ensure projects are fit for purpose. • Support preparation of investment proposals and support Shell Manufacturing Capital Investment processes. • Lead Management of Change activities and process safety reviews for projects. • Ensure appropriate environmental review and permitting of projects. • Conduct special studies or evaluations within the site.
 Desired Skills: Requirements :
• Must have a Chemical Engineering degree • Must have a minimum of 8+ years experience, preferably 5+ years in a manufacturing environment. • Previous project design and production support experience is preferred. • Knowledge of refinery and chemicals technologies and unit integration is preferred.
Process engineers within the site must work effectively with multiple internal and external customers and multidisciplinary teams to deliver operational excellence and successful projects. Effective coordination of input from multiple operating, business, and technical organizations is required to optimize performance of the assets and efficiently implement capital projects. The ability to lead teams to deliver desired results is imperative in this role.
