Job Description
Must have at least 15 years of experience working in construction quality in the Petrochemical Industry. Have at least 10 years experience as a quality department manager. Must be knowledgeable with appropriate codes and industry standards. Able to manage quality assurance personnel in conjunction with on-going construction activities - such as (where applicable): welding and welding documentation, civil, structural, mechanical, electrical, instrumentation, coating and linings, insulation, and material receiving - to ensure compliance with applicable codes, standards and specification requirements. Able to function as client representative during construction activities. Must be able to provide technical assistance to project and contractor personnel for the purpose of avoiding rework and defects. Provide regular, periodic reporting as well as any additional reporting required to assure that Company is made aware of non-conforming or potentially non-conforming conditions. Able to conduct scheduled audits, generate audit schedules and checklist. In addition to the above candidate must be able to demonstrate the following:

Reporting to Senior Quality Manager, responsible to assure standards of construction and supporting documentation meet the requirements of all applicable codes and company specifications through implementation of an approved and maintained quality management system.  

    * Have knowledge of auditing of construction quality control processes, to demonstrate compliance to company requirements and identifying non-conformances and improvement opportunities (gaps)
    * Reviews and approves Inspection Test Plans for all construction activities in accordance with company requirements, witnessing quality at all specified hold points.
    * Provides feedback on construction performance and actions for improvement to EPC construction and quality managers, holding scheduled weekly quality meetings.
    * Provides leadership and direction of the BP quality team, providing oversight to across construction activities and technical support to sub-contractor personnel.
    * Implements lessons learned across pillar projects to drive continuous improvement, providing early warning system on patterns of non-conformance.
    * Provides technical input to all areas of construction activity to maintain compliance to company and code requirements, highlighting areas of non-compliance and pro-actively working with company and contractor technical specialists to identify, advise and implement acceptable solutions on critical problems.
    * Provides linkage between pillar project teams, company technical specialists and EPC contractors.
    * Provides QA oversight to specialist sub-contracting companies, as employed routinely on WRMP.
    * Reviews and approves EPC Quality organizations, approving key EPC staff positions.
    * Provides resources to fully support construction, system turnover and the completions process in accordance with schedule needs.
    * Provide technical understanding and leadership across the quality and construction function in knowledge of the company turnover system, GoC methodology.
    * Maintains knowledge of best practices within oil and gas / refining sector, providing lessons learned from other projects.
    * Implements quality campaigns and construction quality improvement initiatives at craft level through EPC contractors
    * Provides input to pillar project and procurement team and supports packaged equipment issues as discovered at site, generating solutions that are technically acceptable
