JOB SUMMARY:
Overview of the job that describes the primary reason for and function of the job.
As part of the Pipeline Compliance Group and in support of Operations, this position is required to facilitate the execution of Enterprise Products' DOT Class Location Program and will be responsible for conducting, coordinating, making final determinations and recommendations associated to the State and Federal mandated Class Location and Change In Class studies for all of Natural Gas Pipelines.
KEY RESPONSIBILITIES:

Responsible for DOT Class Location (Class) and High Consequence Area (HCA) determinations as required by State and Federal regulations associated with both Transmission and Gathering, Natural Gas Pipelines.
Responsible for aerial imagery (photography) based structure (building and outdoor assembly area) identifications and subsequent phone interviews.
Responsible for supervising and/or conducting on-the-ground pipeline centerline and structure validation surveys with subsequent in-person interviews.
Responsible for developing, maintaining, coordinating and analyzing GIS data related to Pipeline Open Data Standard (PODS) based database, shape, layer, keyhole mark-up language, and custom map files.
Responsible for conducting Change In Class Location (MAOP- Maximum Allowable Operating Pressure) studies and making final action item determinations for Natural Gas Pipelines.
Responsible for developing, assembling, and maintaining a fully electronic, records management filing system.
Responsible for coordinating data between, evaluating requests from and providing technical support to all internal departments and external vendors with a heavy emphasis on Operational Area support. These include, but are not isolated too, state and federal regulatory audits and inspections.
Responsible for coordinating efforts between various departments regarding matters such as: due diligence for Commercial department on new acquisitions, technical guidance for Project Engineering on new construction, data validation for Pipeline Integrity on information analysis (etc), data coordinating for Records-Data-GIS department to update the central asset database, and final Class, HCA and MAOP determinations for Operations.
Responsible for providing and maintaining perpetual, weekly, quarterly, bi-annual and annual Pipeline Compliance related tasks, goals, costs, scheduling and tracking updates.
QUALIFICATIONS:

Candidates are required to have a detailed understanding of: (1) PHMSA Code of Federal Regulations (49 CFR) parts 192.179, 192.5, 192.609, 192.611, 192.613, 192.625, 192.705, 192.706, 192.903 and all referenced parts and material (2) ESRI GIS Arc View, (3) Microsoft Excel, (4) Also, must be able to obtain Transportation Worker Identification Credentials (TWIC) and pass regular DOT drug tests. Candidates are preferred to have: (A) pipeline field survey experience with an emphasis in Class Location (B) experience operating Global Positioning System Units (GPS) (C) processing and analyzing GPS readings (D) operator qualified on line locating and abnormal operating conditions and (E) detailed understanding of ASME B31.8 pipe design specifications.
EDUCATION/TRAINING/CERTIFICATIONS: Identify the type and minimum level required, (i.e. high school diploma, college degree, etc.) necessary to perform the specified key responsibilities. Include industry certifications and licenses if they are required for the position. You may also indicate if a particular degree and/or certification is preferred.
A BS degree with an emphasis in Geographic Information Systems (GIS) or Engineering and a minimum of two years experience dealing with Natural Gas Pipeplines is required. However, five years of direct experience with Natural Gas Pipelines in a Regulatory Compliance and/or GIS setting may be substituted in lieu of a BS degree. Regulatory Compliance experience, specifically dealing with Class Location studies is preferred.
EXPERIENCE:
The type and minimum level required (i.e., three to five years of supervisory experience, five years of (specific related) work experience). You may also indicate if a level of experience is preferred.
Candidates are required to have two to five years of direct experience with Natural Gas Pipelines in a GIS role with an emphpasis on project management and/or coordinating. 2 to 3 years Regulatory Compliance and/or 1 to 2 years pipeline field survey experience are preferred.
SPECIAL SKILLS:
Indicate special skills required such as languages spoken and computer software proficiencies. You may also indicate if a special skill is preferred.
Candidates are required to have a detailed understanding of the ESRI GIS software package including Arc View, Arc Catalog, Arc GIS Explorer and all Miscrosoft Office applications with a heavy emphasis in Excel. Excellent typing skills and knowledge of Microsoft Access, Adobe Professional, Google Earth and Bing Maps are preferred.
