Job Purpose:  

Ahead of commissioning and start up of the trains and associated facilities, the project will commence the transition from general construction into pre-commissioning and early start-up creating Simultaneous Operations (SIMOPS).   This will involve a dramatic change to the existing hazard / risk profile and it is vital to have SHE requirements well-planned, implemented, verified and, as necessary, identified improvement opportunities for discussion and execution.

The SHE Advisor (Startup/SIMOPS) will liaise with the EPC Contractor, relevant Sub-contractors and /Barzan Operations Expansion Department (OED) teams to support the facilitation of pre-mechanical completion (PMC), commissioning and start up activities ensuring activities are properly planned / communicated / implemented and in full compliance with OPCO and Barzan Onshore Project procedures.

Key Result Areas:

The general responsibilities include:

Dedicated field-based SHE&S role for Barzan Onshore Project in RLIC to liaise with PMT, OED, and EPC and Sub-contractor PMC, Commissioning and Operations teams.
Develop and implement a consistent approach for SIMOPS management throughout the transition period from construction through pre-commissioning / commissioning to start up
Work closely with EPC Contractor SIMOPS coordinator to support and coach for effective implementation
Ensure proper communication of intentions and activities between all affected parties during the SIMOPS and Start up phase
Take part in integrated planning, HAZID and Risk Assessment workshop(s) involving all concerned parties
Expedite the status of the SIMOPS actions and recommendations
Advise on SIMOPS training / awareness programs and verify the implementation
Monitor SIMOPS compliance and setting clear KPIs to measure and manage the performance
Represent PMT SHE&S in SIMOPS related incident investigations to determine the root causes and generate corrective actions and follow up the closure
Support Construction SHE leads/Area Construction Managers for managing the construction activities in SIMOPS areas, and evaluate / resolve potential SIMOPS conflicts
Ensure the integrity of all Commissioning safe areas (including Red Blinds locations) through effective control and monitoring systems
Review all EPC contractor SIMOPS plans and associated procedures
Develop strategies to manage interfacing blinds - Red Blind - (Unit/Area/Battery limit interfaces) as the project moves from one phase to another, in conjunction with the change of the hazard profile and the ownership of the system/area
Monitor effectiveness of communications to the work force through Task Instructions, Job Bulletins, Toolbox Talks, Safe Observation Cards, Safety Alerts, Lessons Learned, etc
Undertake special SHE assignments as required by SHE Technical Suport Lead
Promote BBS goals (Observation & Intervention, JSO cards, etc) in the worksites as a support to SIMOPS activities
Comply with company safety, environment, and quality policies and programs and proactively intervenes, where and when necessary

Knowledge, Skills and Experience:

10+ years of oil and gas industry experience including exposure to and management of SIMOPS
Technical qualifications
Proven SHE competencies acquired in major Oil & Gas project
Experience in major construction, mechanical completion, commissioning and start up.
Knowledgeable with all aspects Permit to Work for major commissioning and operational environments.
